Make links to individual sections

Before the switch to JB2 we had links to individual sections, like this one: https://caltech-ipac.github.io/irsa-tutorials/#accessing-euclid-data. We've published those on the IRSA website. Now, links like that just go to the main page instead of the relevant section.

We should make links to the new sections and update the IRSA website. This could be done either on the main page like we did with JB1 or by making a dedicated landing page for each section.

A third option is to add the labels to certain notebooks. I don't think that makes sense in the case of euclid, but for other cases that may be enough to have that link to the top heading of a notebook.

I would not call this a bug but a content maintenance issue; we need to restructure a bit if we need backwards compatible links, but it's a different system where the content is organized a little bit differently (also we have reshuffled the topics which is separate from the infrastructure changes, I just did it in the same PR as it removed the need of doing things twice).

I considered it a bug because we've broken things. Those links no longer point to where they're expected to point and we don't have suitable replacements yet.
