[WCAG] Footer Panels - Develop keyboard focus flow #3245

Current Behavior
The UI for the footer panels (tabs and Exit button) is different than it is for the AppBar panels. The flow for this needs to be thought out so that it can be implemented in a keyboard-friendly way,
