Could we have a standalone executable for PAC3? #1262

For those who want to use PAC3 without having to launch GMOD obviously the most important functions should be as follows:

Make an executable that opens a program for PAC3
Able to use/require Garry's mod and other Source game files
Be able to export the PAC3 project as you would when saving in Garry's mod
