Release ADPixci as open source software

As a developer I want to release the ADPixci area detector driver as open source software so that it can be used by the wider community.

Acceptance Criteria

• GitHub action to release driver is made
• README updated
• License updated
• cpplint configuration file added
• Repository has correct rulesets to protect it
• main has latest version of the code
• Repository made public

Extra Information

The GitHub action should make a release when development is merged in main. The release should add assets for source code and a statically built version of the driver and use semantic versioning for the name.

The README should have its contributing section updated to include the cpplint config and anything else noticed when checking.

The License should be updated according to instructions from the STFC IP & Licensing team.
