Unable to import installed module

Describe the issue
Unable to import installed module even though it appeared to be installed.
OSError: [WinError 126] The specified module could not be found

Additional context

• Using Miniconda
• Launched Jupyter Lab at base environment
• Added time-series-labs virtual environment to the base environment jupyter kernel

Workaround: Launching Jupyter Notebook (included in the environment.yaml file) from the time-series-labs virtual environment

Follow this guide to switch kernel (hence switch environment) without leaving Jupyter Notebook:
