Fireflies not spawning in multiplayer

As title suggests.
Am playing on 1.21.4 using fabric on an unmodded server. Fireflies will not appear despite changing day chance to 1.0 only, allowing from a temperature range of 0 to 100, and jacking up the spawn rates to maximum. When playing in singleplayer they spawn as expected, in great numbers as you would also expect.
