Some of the forest scripts only works when CWD is forest root

Describe the bug

Goal: Make below commands work again

• [] make -C forest test
• [] ./forest/scripts/tests/calibnet_other_check.sh

To Reproduce Steps to reproduce the behavior:

1. Go to 'fil-actor-states' root
2. Run 'make -C forest test' or ./forest/scripts/tests/calibnet_other_check.sh
3. See error
