Add Mouse Hotkey Support

Describe your issue

I cannot use mouse hotkeys to do certain actions in the chat quickly. Adding mouse hotkey support would give faster functionality/more personal customization.

The primary reason for which why I am writing this being that I cannot scroll to the bottom of chat very quickly after I already scrolled up/jumped to a certain message, such as a mention. Yes, you can either manually drag the scrollbar or use Ctrl+End, however that means you have to take your hand off the mouse to get to the right side of the keyboard, and also some keyboards don't possess an End key. With a mouse hotkey I would for example be able to use Shift/Ctrl+Scroll down to get to the bottom very quickly. There can be much more customization since people would like to use side mouse buttons for many other actions too I'd imagine. This could tie really nicely for issue 6063 with side buttons just as another example.

I now realize after writing there is also this popup that happens when you scroll up which you can click too, however I would still want mouse hotkey support regardless.

I'll note that we currently use QShortcut and QKeySequence. They don't support mouse hotkeys right now (QTBUG-76151 seems to be the closest issue). We'd need to implement this manually.
