Percentage payment to other Meridian IEs

It would be cool if the author of a Meridian IE could specify a percentage cut of incoming funds that are sent to another Meridian IE that is used under the hood.

For example the Spark IE could send a 1% cut of all incoming funds to a random CID IE that it makes use of.

This would compound value in modular and composable IEs.

In addition to this, it would be cool if a percentage cut could go to the author of the IE as a royalty. This could last indefinitely or finish after a set number of rounds.

An advanced version could even have a decay function for how much is given in royalties to the author each round.

Maybe we should prototype this inside the Spark IE already, we can make it send some funds back to one of our wallets
