[Bug]: Quick Phrases text is pasted into the chat window instead of show placeholder only in pop up

Bug Description

No pop ups on quick phrases. E.g. content of my "fix" quick phrase is "Please fix the grammar in this text: {{input}}". When I select it the entire content is pasted into the chat window.

Steps To Reproduce

1. go to chat window and select the lightning icon (quick phrases).
2. select one from the list (e.g. "fix")
3. The entire content appears in the chat window. No pop up to place the {{input}}

Expected Behavior

Pop up to appear and wait for my input.

Thanks for the report.

From the current implementation, Quick Phrases do not support {{input}} with a popup dialog. The current variable flow is based on ${variable} placeholders in the input box, and users are expected to jump between them with Tab after the phrase is inserted.

So for example:
Help me plan a route from ${from} to ${to}

This means the current behavior is:

1. insert the full phrase into the chat input
2. press Tab to jump to ${from}, ${to}, etc.
