[Bug] Draft and submit a CAIP-10 for addresses (same repo as caip-2)

What happened?

CAIP10 needs to be completed and submitted for chia addresses.

Note - we should align across our wallets and signers to ensure we are using caip10 based addresses for future compatibilities
