[CHIA-3389] Port test_offer_endpoints in to WalletTestFramework and parametrize for R-CATs (#19830)

* Port `test_offer_endpoints` to `WalletTestFramework`

* Use minting method from cat wallet tests

* Test R-CATs as well

* A couple imports.
