Is raising fee helpful at all if my transaction is not yet in the mempool?

Why are some transactions waiting outside the mempool?

AFAIK, transactions is sorted by fee/cost, but in the mempool. So if the transaction is waiting for entrance of the mempool, there's nothing we can do, no matter how high the fee I offer?

And further, if I can't get my tx pushed into mempool, nobody can. And even further, it's just a duststorm for now, the traffic could be worse. What about that?

Duststorm was long there before Chia. I believe there must be something wrong in above, otherwise we are doom. But how?
