What happened?

Number of Pool Stale Partials is growing. before ugradeit was well under 2%, after upgrade to 1.3.0 and then 1.3.1 it growed to 6%-15%.
Same thing hapenning different mashines and different pools. Even after downgrading one PC back to 1.2.11(reinstalling) number of stales left high. But refference PC with 1.2.11 has low, below 1%, number of stale shares.
