[Bug] Unintentional high transaction fees

What happened?

The following offers

were cancelled by the creator by spending coins attached as low 2e-7 (intentional) fee (most likely when playing with DataLayer transactions). Unfortunately, a high fee of 1 XCH went to the farmer. Why? Are the offer files malformed? (they were created via rpc calls in a script)

May be related to #14312.

Edit. datalayer CLI --fee (- m) parameter interprets the fee in XCH. Is this consisted with other CLI commands? Possibly some of the XCH mentioned above was spent by using "-m 1" parameter.
