update to latest config.yaml

it has been over a year since my node has been installed. I see some changes in https://github.com/Chia-Network/chia-blockchain/blob/main/chia/util/initial-config.yaml

should I replace my old config with new one, please?

I tried to find out some reference documentation for config.yaml, but there seems to be none. Any fine tuning options?

Latest Chia 1.7 eats about 5-10Wh more than before. It makes me wonder.

I see some BAN warnings in log. Is there a way to permanently block offenders?
