Plotting - Verify Write Access Before Allocating Buffers

Current behavior:
If there is no write access, the plotting software will allocate buffers, begin creating the plot, then error out with error 2

Proposed behavior:
Validate write access before allocating buffers so the plotting software will error out or pause prior to buffer allocation with a message indicating there is no write access to the destination folder
