Daemon not started yet / Failed to create the chia daemon

Hello,
I running into an issue while using chia on Linux RedHat without GUI. I started with creating plots but when I enter:

chia start farmer wallet

I get this error:

OSError: [Errno 98] error while attempting to bind on address ('127.0.0.1', 55400): address already in use Daemon not started yet Failed to create the chia daemon

Anyone can help?

Update:

I found this solution and it worked! At least a part of the problem is gone, now this Timelord thing makes a problem.
I am a noob, is this necessary? Here is link to the solution I found: #4153

If you are still experiencing the issues it is recommended to upgrade to the latest version of chia. Please download it from here: https://www.chia.net/downloads/

Please note that upgrading major versions of chia generally requires the config.yaml to be recreated using these steps:
1. Stop chia
2. Rename the config or move it to a different directory
3. In CLI run chia init
4. Copy any custom settings from the old config to the new (plot drive directories, pool info, trusted node info, etc) - be careful here as yaml is very picky about formatting including those leading spaces
5. Start Chia
