Response Time 0.20. Found 0 Proofs. How to improve a response time?

Can anyone please help me to understand what is the "time" in logs and how do i improve it. Most of my lots give 0.20, 0.30 sometimes 0.2 seconds response time. I'm trying to understand what is impacting this response time is it:

• internet speed
• hard drive
• raid controller
  I can not find any useful information on this topic. Please help.

Basically how do you improve External or internal HHD response time? anyone knows by any chance.
