[BUG] cannot start time-lord

Describe the bug

cannot start time-lord

I once installed mainnet at ~/chia-blockchain
I installed additionally testnet at ~/test/chia-blockchain
I properly set env.

To Reproduce

Steps to reproduce the behavior:

1. install mainnet at ~/chia-blockchain
2. install testnet at ~/testnet/chia-blockchain
3. remove mainnet.
4. set testnet env. .. such as CHIA_ROOT and activate
5. install timeloard sh ~/testnet/chia-blockchain/install-timelord.sh
6. chia start all
7. see log( cannot start time-loard )

Expected behavior

not to use /home/chia/chia-blockchain/chia/daemon/server.py
should use /home/chia/testnet/chia-blockchain/chia/daemon/server.py

@nicezic , the newest version(s) of chia has fixes in place to resolve this issue. Please download it from here: https://www.chia.net/downloads/

Please note that upgrading major versions of chia generally requires the config.yaml to be recreated using these steps:
1. Stop chia
2. Rename the config or move it to a different directory
3. In CLI run chia init
4. Copy any custom settings from the old config to the new (plot drive directories, pool info, trusted node info, etc) - be careful here as yaml is very picky about formatting including those leading spaces
5. Start Chia
