[BUG]1.2.9 No incoming peers anymore

Since the 1.2.9 upgrade, my node doesn't get incoming peer connections anymore. I used to get about 50 nodes connected. Now only the 8 outgoing peer connections are shown with the chia show -c

The 8444 tcp port is properly mapped on the router to the server.

To Reproduce

upgrade to 1.2.9

Launch Chia

then chia show -c

Expected behavior

show all the incoming peers

below the 8444 port monitoring from uptimerobot.com showing the port availability. The downtime shown on the graph was when upgrading the node + server reboot.

ZwaZoo22 cought me on keybase (@zwazo) #support, and after a little talk - this might be a home ISP that is potentially causing this ?
i manually connected just fine to his DDNS name, and hopefully, my peer will start gossiping his address out to other peers.
I'm suspecting an IP change on his home connection might have the chia network peers have his peer ID cached under a different IP, and that is causing the no incoming connections - we planned to do a follow up later on, on the situation of his peering status
