Cannot start Chia properly

This happens after a power failure in my computer lab

Also I have set a CHIA_ROOT var to move the data dir, because every computer in the lab are configured to discard any changes to system volume each reboot.

GUI stucks at connecting to wallet and becomes very laggy, no subprocess is created.

I confirmed that there's nothing related to Antivirus software.
