Private keys disappears after every windows system restart

Hello,

I have an issue affter installin 1.2.11 every time I restart my machine the keys disappears and I always have to add the keys from mnenmoics. I rolled back to 1.2.9, but it didn't help. The keys and certifications are still in the config\ssl\ca dir, and all other keys are in the correct directory. Can you please advise how to solve this?
