Allow setting of target cpu and abi for software build #137
Description
It'd be nice to be able to configure llvm cpu and abi flags - for example if doing an rv64 or wanting to enable C or disable M
- Enable configuring in chipflow.toml
- Enable a processor IP to tell us its needs
