Option to use os/2.sCapHeight instead of pointsPerEm #248

EMs and their utilization varies wildly across different fonts. If we normalize everything to the "cap height" unit then combining them is almost a no-brainer. As a bonus this makes line heights stable and vertical alignment easier possible. Last, but not least, for the applications with caps-nominated sizes using -pxalign will work without having to set sizes like 20.46352879 and praying in attempt to nail it.
