Cant choose last options inside a folder

Describe the bug

I cannot choose and run last options which are inside a folder in the tui

To Reproduce

Steps to reproduce the behavior:

1. Go to 'Applications Setup'
2. Go to 'Communications Apps'
3. Scroll down to 'Zoom'
4. And you can see it not choosing zoom instead starts scrolling again from top

Expected behavior

It is expected to to start scrolling from top once the last option is focused.

Regression in #933 caused by modifications to scroll_down function removing the at_root() check
