Set time to UTC

I am from Germany and my Windows installation is set to the German time format. I have been dual-booting Linux and Windows for over two years, and I consistently encounter a time issue: Windows displays the time as one hour ahead when I switch back from Linux. No matter what distro i tried the last 2 years the time was always correct in Linux.
I understood that the "Set time to UTC" option in WinUtil is supposed to fix this issue. However, it does not seem to work for me; the clock in Windows still shows the time as one hour early. Each time I boot into Linux and then back into Windows, I have to manually resync the time settings.
I suspect this problem may be related to the summer and winter time changes in Germany.

- Boot into Linux
- Reboot into Windows (time is one hour ahead)
- Manually resync time in Windows (time is correct now)
- Reboot into Linux
- Reboot into Windows (time is one hour ahead)
