Is Windows 10 supported or not?
The usage text appears to indicate it is and there's no text to indicate Windows 11 is required.

You can use WinUtil on Windows 10 but it requires you to install App Installer first via Microsoft Store then you will be able to use the Install Tab. But all other features work on Windows 10.
