Updated to 6.2.0 Fails

Describe the issue
I just tried updating to 6.20 and the update failed upon fetch of the files:

It looks like the file download isn't working. I added more debugging to 6.4.0. Please test by doing a manual upgrade, and we can test again when 6.5.0 is released.
