Pluginize Events public registration and paid-events

Goal: Extract public event registration and paid-event flows into an Events Registration plugin integrated with Payment Gateway Adapter. Scope: Move event registration routes, forms, and payment hooks to plugin, preserve admin-side event management in core. Acceptance: Public registration becomes optional via plugin activation.
