Pluginize External Calendar API

Goal: Turn the external calendar API into a plugin to control public calendar exposure and allow alternate implementations. Scope: Move public calendar endpoints and config to plugin, document plugin permissions and security considerations. Acceptance: External calendar API only active when plugin enabled.
