New Ingestion framework for PopHIVE data

Thanks for your interest in PopHIVE and for building this pipeline. FYI, we have developed a new ingestion Pipeline for PopHIVE data and will eventually be transitioning to that new site: https://github.com/PopHIVE/Ingest  We will continue updating data in both repositories for some time
