Broken link in documentation

What happened

The description of install-ci-tools command is:

but the link inside it is probably broken, since it seems to lead to an unrelated line (mkdir) in the dockerfile.
Can you please fix it? Also, is it possible to make the address render as a link in the docs?

Expected behavior

A relevant, working link/url.
