[ONPREM-1864] Add dashboard with minimal viable monitors for server (#38)
* Add dashboard with minimal viable monitors for server This initial set of monitors is not exhaustive or perfect but serves as a base for monitoring a server instance. * Bump chart version to 0.1.0-alpha.3
