Add Initial Learning Pathway and Complimentary Issue Template

I took a look at https://learn.cypress.io/ and think the last three courses are worth people taking since they are brief and go over a lot of Cypress fundamentals. We can craft more advanced courses relating to examples in this repo, but for starters, I think it is a good idea to create an issue template new CA employees can be encouraged to use in order to start their "testing journey within CA"...or something like that.

- [ ] Add an "Initial Training" GH issue template with instructions and a checklist to go through the https://learn.cypress.io/ courses
- [ ] Add a link to Cypress Discord in the issue template...and in docs, if not already listed. I find the Discord very helpful.
- [ ] Add to getting started documentation on how to use the issue template
- [ ] Add initial "mentors" in CA who can help guide people through the courses...really just to review the issue and give a thumbs up when someone completes their training
- [ ] Think of a "Next Steps" training issue before closing this issue as complete - could use a GH issue template for adding a Cypress plugin example

That is a good idea. It would probably good to discuss this with others in the QA practice area. You might get some good momentum towards it!
