Create python scripts for BharatMaps, WRIS data scraping

These datasets are currently accessed through the ArcGIS REST server in QGIS. It should be possible to automate with python scripts.

Removing the dependency on QGIS would help with reusability

Note: as QGIS is FOSS, removing the dependency may not be necesseary for DPG
