Fix issues with Assam datasets

The following indicators have significant variation between versions:

• slope_mean

• road_length

• All tender indicators - these also need to be calculated historically

Changes to road_length between years might not be unexpected as Assam govt has allocated significant budget to road construction. To be verified.
