Set up django project

Should have a state to clone primary repo from Github, setup local_settings.py (or equivalent) assuming pillar, pip install -r requirements.txt, etc.

Here's the first prototype look to give everyone an idea where I'm headed
with the client side

Next step is a dynamic scale to explain the numbers involved.
