"Add facilitators" emails not sent to users who are not registered

Hello, I'm having troubles with the emails sent with the "add facilitators" feature:
It looks like the emails are sent only to users who are already registered and visible trough the Users tab of the Admin page.
Emails are sent normally when creating an account if "EMAIL_CONFIRMATION" is true.

The app is deployed with the helm chart and oidc is enabled
