Is it possible to override refresh rate but NOT resolution for specific client?

Hi there. I'm a Steam Deck user and I'm experiencing microstutters when docking it to my TV. I suspect my tv is actually running at 59.94Hz. In order to fix this, I can set the resolution and refresh rate of the client in Vibepollo, however I prefer to not set the resolution manually, so when I'm playing on the Steam Deck undocked the stream will be set to the native resoltuion of 1280x800.

Is it possible to set the refresh rate to 59.94Hz but not affect the resolution?

Not currently but if you're using MoonDeck, there's a workaround: create a display mode in MoonDeck that binds to your monitor, and set the refresh rate to 59940

By Display Mode do you mean Custom Resolution? I will give that a go, thanks!
