Allow the loader to control the window tile and incon

Goals

Goals:

• The loader controls the window tile and, by default, reads the config entry
  • Default would still be "Cleanroom"
• The loader can read icons from a folder and, if present, use them for the window

Motivation

Many larger tweaker mods allow you to change the window name and icon, and they frequently conflict with each other or do not work correctly. I feel as though the loader should be in charge of the name and icon through a config entry to prevent this duplication.

Description

We already set the window to 'Cleanroom', so just add config reading for it.

It'll still conflict with other tweaker mods cuz everyone gets access to lwjgl classes to change the window's title and more.

Yes, however it being included in the loader would make those unnecessary, and they could be removed
