Black bar when borderless is enabled and fullscreen is on

Bug Report

After loading into the main menu if Fullscreen is on and borderless is enabled, this weird black bar appear on top:

Pressing F11 twice or clicking Fullscreen 4 times (On > Off > On > Off > On. Bug?) fixes the issue.
