[Enhancement] Flare not showing reliable CPU usage

1. Run flare tps
   
2. Look at task manger
   

Cpu usage through Flare is only showing 0%

This is a native downside of using Java's beans to track CPU usages, also for spark itself. I've got an idea to make this slightly more reliable though.
