Cloud change log 25.8

Summary

Adds change log for 25.8. I have tried my best to make this readable for end users.

• Group entries by theme
• Rewrite entries where necessary
• Use a consistent format as much as possible: "Fix ...", "Support ...", "Add ..."
• Link relevant settings, functions and data types
• Split change log entries the size of a Tolstoy novel into multiple smaller ones
