Prioritized set of observations for inclusion in obs4MIPs until the end of March

Following a discussion with @gleckler1, ten observational datasets were identified for prioritized processing for inclusion in obs4MIPs. The observations were selected from the list provided by @dhegedus99 in the project here.
Five of the prioritized observational datasets are necessary for diagnostics calculated by ILAMB:

• - Harmonized World Soil Database version 2.0 (HWSD 2.0) carbon mass in soil pool
• - FLUXNET2015 GPP
• - WECANN
• - World Ocean Atlas (WOA) sea water temperature
• - World Ocean Atlas (WOA) sea water salinity
• LORA

The other five datasets are necessary for diagnostics calculated by ESMValTool:

• - HadISST
• - ESACCI-CLOUD, preferably version AVHRR-AMPM-fv3.0
• - CALIPSO-ICECLOUD, preferably version 1-00

@hb326 - Just checking if HadISST approval for an open license is expected then?

@hb326, @rswamina The project lead for HadISST has put in a request with the relevant Team within the Met Office, and will update the CMIP IPO as soon as they hear back. Until then, we need to consider the licence to be non-commercial.
Another note on licences: the dataset provider for WECANN has agreed to relax their licence, so the dataset preparation can go ahead with this dataset.

@hb326 If/when the licence relaxation for HadISST has been approved, @lee1043 has a fully obs4MIPs-compliant version of HadISST that he said he is happy to put in a proposal for and publish.

Following a discussion with ESMValTool developers @LisaBock and @axel-lauer for the cloud diagnostics, they have agreed that ISCCP-FH can be replaced with CERES-EBAF (already on obs4MIPs) due to the short time constraint of the REF. However, they still require CALIPSO-ICECLOUD and ESACCI-CLOUD AVHRR-AMPM to be published via obs4MIPs for the REF.

Yes, we are interested in tas, uas and huss, although I can see here that MERRA-2 could be replaced with ERA5 data. I will confirm that with the metric developer once more before removing it from the high priority list.

I have had confirmation from the ESMValTool developer that they replaced MERRA-2 with ERA-5, so we can remove MERRA-2 from the priority list too - that leaves 8 unless we would like to add any others I am submitting the proposals for this week.

I would like to suggest that we add LORA (Linear Optimal Runoff Aggregate) to the high priority list, ILAMB requires at least one runoff dataset. I have already submitted the proposal and Nathan has prepared the dataset.
