3% Discount Rate Files

In Issue #28, you asked for clarification for where I saw the inputs for 3.0% discount rate.

In the input folder, I saw damage function coefficient files that refer to the 3% discount rate based on eta and rho values. The file name looks like this: risk_aversion_euler_ramsey_eta1.568_rho0.008_dfc.nc4

The 3% discount rate isn't hardcoded into command_line_scghg.py, but I inserted 3% discount rate based on the eta and rho values.

Are these the correct input files for the 3% discount rate?
