New API endpoint in ClinVar to test submissions

We are introducing a new API endpoint for testing submission of data. Data validation testing can be done using this URL: https://submit.ncbi.nlm.nih.gov/apitest/v1/submissions.
  Any status or errors are reported in the same manner as a regular submission response except they are accessed via a different URL: https://submit.ncbi.nlm.nih.gov/apitest/v1/submissions/SUBnnnnnn/actions/.

  Data submitted through this test endpoint will never be made public in ClinVar, even if the response indicates that no errors were found and that the data were processed successfully.
