Feature Request: Input button trigger

It would be great if we could use the input_button helper as the basis for the pop-up trigger. Right now, as far as I can understand, the pop-up requires both a trigger_entity and trigger_state and input_buttons don't appear to have traditional state.

The impetus for this is being able to trigger a pop-up to open from another pop-up. Perhaps there is already a seamless way to do this, but I couldn't find any.

Using:

tap_action:
  action: navigate
  navigation_path: '#kitchen'

initiates a page reload and does not provide the same smooth experience as the trigger_entity in the pop-up dialog.
