correction of pro license need for cleanup policies

Hi, currently its configured that a pro license is needed for setting up cleanup policies, which is (as far as i understand) not 100% correct. because only 2 features of the cleanup policies are behind a pro version https://help.sonatype.com/en/cleanup-policies.html

it would be really nice if you could fix that :)
