Checkpoint files handling for dynamic buffer retention

We have introduced dynamic buffer retention for longer running jobs. If CCB is restarted, then CCMS should automatically keep these checkpoint files for longer running jobs beyond retention time, load them automatically for longer running jobs and also keep the cleanup worker from deleting these files.
